What is needed for permissions for a owner on Windows (x) to run a job?
In order to run jobs on Workload Automation 11.3 Agent installed on Windows 2003 and later, the defined owner of the job will need to have a base set of Windows rights / permissions.
Below is the list of the user rights required, for a user to run a job through windows agent:
Act As A Part Of The Operating System
Access This Computer From The Network
Logon As A Service
Increases Quota or Adjust memory quotas for a process
Logon As A Batch Job
Log On Locally
Replace A Process Level Token
