Users unable to track time against other work categories

Issue/Introduction

Users cannot track time against Other work categories. It is not available to add to a Timesheet

STR

1. Create new Other Work
2. Assign resources to the Team
3. One Team Member try to add this Other Work to their Timesheet

Expected Result:  Able to add to timesheet and post time.
Actual Result:  It is not available to add to a timesheet.

Environment

Release : All Supported Releases

Cause

When creating Other Work, an effort task is created but hidden. 
Not being able to track time against the Other Work is caused because this effort task is not open for time.

Resolution

Set the effort task 'Open for Time'
