Will our current version of Output Management Web Viewer version  12.1. work with upgraded mainframe product CA VIEW/Deliver 14.0 or not?

Yes, it is compatible without any additional maintenance for Web Viewer.  NOTE: you will need to use DRAS 14.0 that is installed with CA VIEW/Deliver 14.0.

 NOTE: All supported versions of Web Viewer are supported with CA VIEW/Deliver 14.0.
