CA Remote Engineer On DX NetOps Portal Does Not Run

Issue/Introduction

CA Remote Engineer on DX NetOps Portal fails to run with the following errors:

PerformanceCenter/RemoteEngineer> ./re.sh
No em.properties file can be found - using default username and password.

Environment

Dx NetOps Performance Management 

Cause

Unable to determine the exact root cause, but suspect low memory. 

Resolution

Restart all DX NetOps Portal services.

Additional Information

It could apply to Data Aggregator and Data Collector, however we have not issues regarding re.sh not running on those servers.
