Resolution

The following  ptfs RO97457, RO98903 and SO01725 should be applied.

 The DMSPARMS record is used to track active restore requests so we don't use more drives than the number specified in TSOTULMT.

To check what it is wrong with TSOTAPES , a filedump should be run:

//SAMS JCLLIB ORDER=SAMS.CCUWPROC

 //DUMP EXEC PGM=ADSMI002,PARM=ADSDM613,REGION=1024K

 //STEPLIB DD DISP=SHR,DSN=AD15.CUSLIB

 // DD DSN=AD15.CAAXLOAD,DISP=SHR

 // DD DISP=SHR,DSN=DISK.CCUWLOAD

  //ABNLDUMP DD DUMMY

  //CMDPRINT DD SYSOUT=*

  //FILES DD DISP=SHR,DSN=DISK.FILES

 //MSGPRINT DD SYSOUT=*

 //PARMLIB DD DISP=SHR,DSN=DISK.CCUWPARM

 //SYSPRINT DD SYSOUT=*

 //SYSUDUMP DD SYSOUT=*

  //SYSIN DD *

  FILEDUMP FILE=DMSPARMS,KEY=TSOTAPES
