This article addresses an issue where UI tabs fail to switch in the CA Identity Manager User Console when utilizing a Japanese (multibyte) environment on JBoss. This is caused by missing character encoding configurations in the JBoss application server.

The application server (JBoss) requires explicit URI encoding configurations to handle multibyte characters correctly. If URIEncoding="UTF-8" is not defined in the JBoss server configuration, the Web User Console will experience UI failures, such as the inability to switch between tabs.
To resolve this issue, configure the JBoss application server as follows:
