Issue/Introduction

Cannot login to DevTest Portal even when the Portal services are up

Environment

All support DevTest releases.

Oracle External databases.

Cause

During import the DBA noticed the following  error in Oracle:

import done in WE8MSWIN1252 character set and AL16UTF16 NCHAR character set

export done in AL32UTF8 character set and AL16UTF16 NCHAR character set

Resolution

 Character set was set to AL16UTF16 NCHAR  for the Registry Database in Oracle.  Login issue is resolved.
