After applying fix SO10369 to correct a U4095 timeout in the USER REXX code for an automation routine, the user reported seeing:

The TIMEOUT values of 5 and 10 are too low in the user code and were determined to cause the issue they are reporting.
The default value for TIMEOUT is 120. Customer reported that they increased the service class priority of HISRV stc and the OSFRUN parameter time to 400 seconds and the problem did not reoccur.
