What causes message CSV003I REQUESTED MODULE DBINFPR NOT FOUND to occur during CA 11 startup?

CA 11 startup receives the following errors:
CSV003I REQUESTED MODULE DBINFPR NOT FOUND
U11D-0210-1 ABEND S/806 IN INITIALIZATION - DBAS ABORTED

Resolution
CA 11 startup may fail to initialize due to the follow messages:
CSV003I REQUESTED MODULE DBINFPR NOT FOUND
U11D-0210-1 ABEND S/806 IN INITIALIZATION - DBAS ABORTED
The DBINFPR module is a Datacom/AD module that is required for the initilization of CA 11. The errors indicate
that requested module was not present in the libraries specified in the STEPLIB reference or in the linklist.
To address this please ensure that the STEPLIB DD in the CA 11 started task references the correct Datacom/AD loadlib
where the DBINFPR module resides or that the module is present in the linklist.
