CA API siteminder configuration validate but not working

Issue/Introduction

Add CA Single Sing-On configuration, test successful/valid,  but it fails without providing any information in audit event and log file.

Release : 9.2

Component : API GTW ENTERPRISE MANAGER

Resolution

At the first time to add a new sso configuration, need to click the "Register" button to register the sso agent on gateway to the siteminder policy server.
