Fatal deployment failure - error code 8 Azure deployment

Issue/Introduction

After a 'reset_vapp_to_factory_defaults', I'm unable to redeploy.  

From the deployment logs, it appears the IDM environment is not being created correctly:

2019 Oct 11 09:51:45 idm-143-VA [INFO] IDM Startup sequence on 10.0.3.221:      Import of the Endpoint Role definitions ActiveDirectory,Azure on env : identityEnv is failed com.netegrity.imsconfig.exception.ImsConfigException: The Identity Manager environment "identityEnv" does not exist.

Component : CA IDENTITY SUITE (VIRTUAL APPLIANCE)

Resolution

After uploading the vhd via the powershell script I am now able to correctly deploy the vm and begin configuration of the Identity Suite.

The README for the azure vhd does not contain info about the -location -resourcegroup and -storageaccount parameters for the ps1 file.
