TMSCOPY: RC=8 but no failure?

Issue/Introduction

An un-expected Return Code of 08 from TMSCOPY when it is detected that an  LPAR is not as active as other LPAR's sharing the blockset AUDIT file.

 TMC HAS BEEN SUCCESSFULLY BACKED UP.
  CONTROL RECORD #4 HAS BEEN WRITTEN.

Resolution

A dormant LPAR where no CA 1 activity is occurring, can run TMSINIT  which will cause a new BLOCK for that system to be created.

ST09456 has been written for this.
