Why does PDSM require global update authorization?

Originally, on a "data" PDSE (not one with executable program objects), the accessing user had to have update authority to the PDSE in order to record a last reference date. Fix RO73404 changed things so that the recording requests were queued to the PDSMAN address space. The need for update authorization still exists, but now it is required only for the PDSMAN address space and not individual users. This occurs only for data PDSEs.

Bottom line: PDSMAN requires authorization to the data sets being updated.
