Problem symptom:
The CV appears to start but the CONSOLE, VTAM and UCF lines are not present/activated and the CV is totally unresponsive and must be cancelled in order to shut it down.
Problem scenario:
Upon starting CA Dispatch after running batch maintenance, we are seeing the following message in the task logs during startup:
"DC970050 VTAM Line Cannot Be Found"
After the above message is received, CA Dispatch never issues the normal "DC074100 V1 T0 V1 Enter Next Task Code" message and as a result, Dispatch is left in an unresponsive state of limbo.
Additionally, when you try to issue a command against the CA Dispatch outstanding reply number, you receive the following message:

This message is caused by a customer attempting to run the DSEXUSR1 job (PGM=RHDCSGEN) to update the SYSGEN source in the CA Dispatch dictionary, but failing to perform the ‘GENERATE.’ function to compile the updated source code back into the CA Dispatch dictionary.
The GENERATE function parameter is located in the "yourhlq.CADSOPTN(DSGEN)" DSEXUSR1/PGM=RHDCSGEN control member.
To determine if the GENERATE was successful, confirm that the following ‘SYSTEM nn GENERATION SUMMARY’ messages are present at the end of the DSEXUSR1 output:
