UID set to 0 (zero) receives TSS1630E Not Authorized to Administrate UID(0)

Issue/Introduction

Received message TSS1630E when attempting to set a UID(0) to user.

Environment

Resolution

To administer UID(0) to users within his or her scope, an administrator who has ACID(MAINTAIN) authority must also have UPDATE access to entity TSSCMD.ADMIN.UID0 in the CASECAUT resource class.

So for this case, the following will need to be done:
  TSS ADD(dept) CASECAUT(TSSCMD) (if not already done)  
  TSS PER(acid) CASECAUT(TSSCMD.ADMIN.UID0) ACC(UPDATE)
