Click 

https://casupport.broadcom.com/download-center/download-center.html

and log in. 

Then enter "CA Development Environment for z Systems" in the upper search field. 

Now click the "CA Development Environment for z Systems MULTI-PLATFORM" link and then select release 14.1 - this is necessary in order to download the current ISO files. 

Now download the ISO file you need. 

For Windows just download DVD500000000002273.iso (CA DEVELOPMENT ENVIRONMENT FOR Z SYSTEMS DESKTOP CLIENT- 14.1.5) from the 2nd page. 

This is the ISO file which should be mounted on a Windows PC. Then run "install.exe".
