Job failing with S613-04 after upgrading from TLMS V12.6 to V14.0

Issue/Introduction

Since TLMS was upgraded from 12.6 to 14.0 for some jobs the volume are rejected as not scratch followed by a S613-04 abend when opened with INOUT and the JCL specifed LABEL=(,,,IN).

Resolution

SO09628 test apar has been written to treat the file as INPUT if open the file programmatically with INOUT and not write to the file.

The circumvention for this is to use EXPDT=98000 on the JCL.
