User command not setting Subreq tasks to desired DOWN state as it should

Issue/Introduction

After having applied maintenance a user rule that calls the STATESET REXX program it is not setting any SUBREQs to desired DOWN state as it used to do. 

Environment

Release : 13.0 and 13.5

Component : OPS/MVS

Cause

A modification introduced in the REXX STATESET may cause this behavior.
