Startup of TSS after upgrade to r16

Issue/Introduction

Upgrading CA Top Secret from r15 to r16 and have created all new libraries and converted the current database. 

In the manual it states to start TSS in dormant mode. Is this a requirement during this upgrade from R15 to R16?

Environment

Release : 16.0

Component : CA Top Secret for z/OS

Resolution

It is not a requirement. You can come up in FAIL MODE.
