S0C4-11 when running SARPAC and SARTCP under some RACF IDs

Issue/Introduction

Customers using a new generic batch job ID  received an S0C4-11 abend when running SARPAC or SARTCP.

Cause

This can be caused by using the old Security exit under RACF.

SARPAC and SARTCP both rn eceive a abend when the a tape mount is called for write.   
There are no RACF error messages on the log.                                                                                                           

Resolution

Change the RACF definitions of the users that experience the abend to allow ALTER and that should correct the problem.
