This article focuses on how to set permissions to control access to Service Offerings

What options are available to hide/display offerings to users based on their departments/teams?

In addition to setting service permissions by role within the Business Units, they can also be defined to groups (LDAP or EEM application groups). To set this up, go to the Permissions tab for a service offering, remove all Role based access definitions and uncheck "Grant All Access to All Roles in All Business Units". Then you may select the "Groups" tab and use the "Search Groups" link to select the groups you would like to assign to the offering.
