dictionary updates not always reflected

When adding and deleting dictionary records why are the updates not always taking effect?

Resolution

The date field only gets updated when the selection is updated and not when the

action is updated. The selection is stored in the message database, and the action database has the action update.     

 The refresh function of the entire database must be performed to activate every change.
