If there is a DO NOT RUN statement at Application level then jobs will not run.

In CA Workload Automation DE, the event triggers the Application. When application is generated, the jobs are brought in depending on the run frequencies.
The jobs may either inherit application run frequency or have their on run frequencies. If the application has 'DO NOT RUN' added in run frequency, then application will not be generated. No jobs will be executed as well regardless of their run frequency.
This is working as designed. When an application is set to not run, it also means that no job will be executed as well.
If this is not desired, then do not add 'DO NOT RUN' at the application level, but add at job level.
