Issue/Introduction

Steps to Reproduce:

1. Create 2 projects with identical cost plans
2. Add the same actual costs to both projects
3. Run a DWH Full Load
4. Add a risk to Project 1 
5. Add an actual cost to Project 2
6. Run an incremental load
7. Look at the table dwh_x_inv_sum_facts, Project 1 will have 0 actual costs and Project 2 will be correct

This will also affect other tables

Fixed in 15.5.1 Patch 2 and 15.6
