Error: CCIConv Exception: null, failure caught during CCI IssueRequest trying to pull Index Value from off-line reports (reports on tape)

Issue/Introduction

When there is no mechanism in place to load Off-line reports (either load with or without (EAS or Centera) recall) in Web Viewer, and you attempt to select Off-Line reports via Cross-Report Indexes, Index criteria, Values, the "Error: CCIConv Exception: null, failure caught during CCI IssueRequest" may result.    

Why do I get Error: CCIConv Exception: null, failure caught during CCI IssueRequest trying to pull a Report from tape (Off-line report) by Index Value?

Resolution

Absent SAREAS or Centera, Cross-Report Index values are not available for reports on tape and administrator intervention will be required to load the report back to disk. The error message that's displayed (admittedly not not very intuitive/user-friendly) is a reflection of that.
