EP Agent DISK plugin is not returning any data

Issue/Introduction

The APM EP Agent is installed and configured to run the DISK plugin on windows.

No data is produced in the investigator for these plugins and the EP Agent logs show no errors or warnings - but do show the plugin is started

7/30/19 12:19:01 PM BST [INFO] [EPAgent.EPAgent CPU] Starting plugin 'CPU'.

7/30/19 12:19:01 PM BST [INFO] [EPAgent.EPAgent MEMORY] Starting plugin 'MEMORY'.

perl is installed and available and the perl script can be run outside the EP Agent and no errors are returned (or data)

Cause

The perl script which the plugins use relies on the MS perfmon api to get the data. On failing systems the starting perfmon UI throws an error immediately "Windows Performance Monitor: "Unable to add these counters"
