EMS probe is not starting as expected in 9.1

Environment

Release : 9.1

Component : UNIFIED INFRASTRUCTURE MGMT

1) UIM Server version - 9.1.0

2) controller version  9.10

3) hub version   9.10hf1

4) NAS version 9.10

5) EMS version  10.21HF1

6) spectrumgtw version 8.65hf10

           -Xss320k -XX:HeapBaseMinAddress=2g
