Capacity vs Demand by Resource report doesn't show projects with 0 total allocation

Issue/Introduction

After the upgrade to 15.6, the Capacity vs Demand by Resource report is no longer displaying projects with 0 Total allocations for the report time period, as it previously did.

Was this by design?  

Environment

Release: 15.6 and higher

Component: Clarity Jaspersoft

Cause

This was by design, due to the request of users wanting it to be removed from the report.

Resolution

The defect status was considered. However, due to the inability to have it function both ways at the same time, the consensus was that the report was to remove records with 0 allocation. 

This is the intended design going forward with version 15.6+
