Can EEM reference an external directory and also store separate users in an internal store within EEM?

Can EEM be configured to reference an external LDAP directory such as Active Directory while also allowing the creating of users to be stored in an internal directory store within EEM itself?

No, EEM can be configured to reference an external directory OR store users internally, but it cannot be configured to do both at the same time.
