'Learn' link missing in Phoenix UI

Issue/Introduction

Issue: 'Learn' link missing in Phoenix UI theme for Clarity PPM 15.6. 

Steps to Reproduce: 

1. Set theme to Phoenix.
2. Look at options on the top right.

Expected Result: Learn is available.

Actual Result: Learn is not available.

Environment

Clarity PPM 15.6, 15.6.1

Cause

Due to defect DE49850.

Resolution

The defect DE49850 has been raised for this. 

Our development is team will try to fix the issue in one of the upcoming releases of Clarity PPM.
