The client has an MRO environment. In the TOR the file TESTFILE is defined as remote on the FCT which points to the SYSID of the CICS AOR region where the file is defined locally. Should I define the file TESTFILE to DADS Plus CICS in the TOR region where the file is defined as remote and use DADS Plus CICS in the TOR region to allocate or deallocate the file?

No. DADS Plus CICS does NOT support remote files. If you define the remote file TESTFILE to DADS Plus CICS in the TOR region and try to allocate or deallocate the file using DADS Plus CICS in the TOR region where the file is defined as remote you will receive message
DADSA556 12:55:02 A11IC4S5 TERM=U016 'FILE'='FILE010 ' NOT ALLOCATED BECAUSE IT IS REMOTE.
You must define the File TESTFILE to DADS Plus CICS in the local region which is the AOR region in this example. Then you will be able to use DADS Plus CICS to allocate or deallocate the file using the batch Interface or DADS Plus CICS online facility from your terminal. You should not define the remote file to DADS Plus CICS in the region where the file FCT entry is defined as remote which is the TOR in this example.
