Content Transfer returns an internal error

Issue/Introduction

Content Transfer/Oblisync returns an internal error in the system log (T_LOG table):

Message:[net_uri_EmptyUri] Arguments:Debugging resource strings are unavailable....

Environment

CA Business Service Insight 8.3.x and 9.x

Cause

This is caused by a bad path for Content Transfer/Oblisync

Resolution

From the BSI UI, navigate to Advanced settings and look under "Content Transfer".

There is a setting for "Content Transfer Server" which should be set to something like:

http://hostname:8180/ObliSyncApi/services/ObliSync?wsdl
