MOI 2.0.04 Green Highway broken when interval over 1 minute

Issue/Introduction

The green highway on the charts is not being displayed correctly when  the time between samples is greater than 1 minute.  

Environment

Release : 2.0

Component : MTC OPERATIONAL INTELLIGENCE  

Resolution

The metric interval was not consistent. It was configured at different sets of intervals, like 60 sec, 100 sec, 120 sec (but not a consistent interval).

MOI should be able to handle 90 seconds or 120 seconds interval. Only condition is once the metric interval is decided, stay on it.
