Rally Sync fails with 'Agile Integration Owner is inactive' using SSO

The Agile Central synchronization with Clarity is failing.  Both the Agile Integration and PM Admin resources are active in Rally, but when a sync job is run (from the active jobs list or the project record) it fails. 

Getting the following message in the log:

Error Occurred Agile Integration Owner is inactive. Please set an active resource in Administration, Project Settings page.

This error started happening after SSO was implemented. 



This can be due to a network access issue for the Agile Owner ID after SSO is implemented.

Change the Agile Owner ID to a different user who is able to log in to Clarity via SSO, or work with your network team to ensure the Agile Owner ID has the needed access on the SSO / Network side.
