Here is one way to route to different CA SDM rules based on the user tag or other field.
Create a script (if you are not already setting user tag) like the following for each service desk
Create Auto Operator Profiles to route the alarm to the appropriate scrip based on the hostname of the device.
In the "sdgtw" configuration, create rules for each service desk.
On each Service Desk, enter the appropriate "category" (pcat:#####).
