Where can I get more information about this error message ?

Component : CA Endevor Software Change Manager
Resolution
This error can occur only in a situation where STC pooling is turned on and somehow we weren't able to get any response from the Started tasks when Tomcat initialized the pool.
So, if such an error happens, the best thing to do is to check the Tomcat joblog for additional error messages and/or check the Endevor STC which should be spawned for any kind of error.
It might be that the STC wasn't spawned because of a JCL error, or that the customer has an old version of the Endevor backend and the release ID which is returned is not compatible with Web Services. In such a case, they need to update the Endevor backend (or just put proper datasets into the Endevor STC JCL).
