With MIMINIT COMMUNICATION=DASDONLY, no owner exists.

With MIMINIT COMMUNICATION=CTCDASD and CTCONLY, VCFMASTER exists. In case GLOBALVALUE ANYELIGIBLE=NO and no master systems specified other than the master system, 

changing a master system by f mimproc,MIGRATE MASTER=system command is required to stop the master system first.
