Issue/Introduction

With RO98235 applied, an out-of-sync condition between the SMS status of   a volume and the CA 1 status of a volume will occur following a 9XX-04  (security violation) abend.  

The SMS TCDB/Volcat will show the volume in PRIVATE status but CA 1 will  still have the volume in SCRATCH status. 

The tape will not be selected as  a scratch volume within the IBM robotic system until it has been changed back   to SCRATCH status.

Resolution

What we can see in the doc sent to me is that CA1 rejected your tape, which put the VTS robot and CA1 out of sync.

 VTS took it out of scratch saying it was a private tape. CA1 rejected it saying you didn't have security which left the tape in scratch status and the tape was never opened and written , so in this case the ABEND retention could not be applied.

 First will need to set up access to that data set as you have already done and run a SYNC job to sync the VTS and TMC.
