The MSP Interface appears to be blocked on some users machines. It installs without an issue, but will not successfully export projects from PPM. When attempting to export a project to MSP, MSP stops responding, and eventually times out. "An error occurred while opening CA PPM project in Microsoft Project. Please try again." error is thrown in the background. Alternatively, the error does not come up, but the user is continuously prompted to login, but their login credentials are not accepted.
It has been confirmed that the MSP Interface is the same bit version as Microsoft Project and all the prerequisites are installed. If the user's profile is rebuilt, only then will the projects open in MSP.

Rebuilding the users profile fixes the issue because it resets two of the values found under the HKEY_CURRENT_USER\Software\Niku\MSPInterface registry key to the default out of the box values.

Default Data: C:\Users\<user>\Documents\tmp
If the paths in the data columns have a reference to either a directory that does not exist or a directory that the user does not have access to, this issue where the MSP Interface appears to be blocked will occur. As an alternate to rebuilding the user's profile, the two values under this registry key can be manually updated to the default out of the box values or another valid path.
