The client's View XMS failed, showing an EBCDRV99 message.

The EBCDRV99 message is received because there is an entry in the SSXT table that is active, and another region is trying to be brought up with the same credentials.
To enact the change:
. Change the RegionID field, on the EXEC statement in the XMS task, from "PARM=('xxxxxxxx,...'" to "PARM=('yyyyyyyy,...'".
. Restart the task.
Assigning another and unique RegionID field will enable the XMS task to start, as the unique ID would not match anything else in the table.
