TMSINIT(CA1) has corrupted some COMMON AREAs and caused STCs to abend with 0C4

Issue/Introduction

TMSINIT has somehow corrupted some COMMON AREAs that has caused bunch of Started Tasks abend with 0C4 resulting in an IPL

Resolution

TMSINIT was running with an old CA Common Services loadlib in the STEPLIB, which was at an old level without PTF RO60680 installed.
Removing the old STEPLIB from the TMSINIT proc fixed the problem.
