Resolution
Unfortunately, there is no official documentation that outlines the differences between using Web Services vs GRLoader to load CIs into CA SDM.
The Web Services method was the first one available and has basic checking for uniqueness.
GRLoader was added as an enhancement to methods already available and is the preferred way to bulk load/update CIs into CA SDM.
