SS performance issues with trap processing

Issue/Introduction

When traps are received by Spectrum, Spectrum searches an internal IP address table to determine which model to process the traps on.  If this table is overly large, it may cause threads to be delayed.  The VNM.OUT will note that performance dump files are being created in the $SPECROOT/SS/support directory.
