Resolution

At the time of the writing of this answer (2019-05-31, 31st May 2019), the compatibility certification of Microsoft Windows Server 2019 is included in the product development Roadmap for CA Service Management (which includes CA Service Desk Manager).

Per the current plan (which is subject to change), the certification is anticipated for availability in Q4 Calendar Year 2019 or Q1 Calendar Year 2020.
