SMP/E APPLY processing failed for IDMS PTF SO07191

Issue/Introduction

I receive the following error messages when trying to APPLY  PTF SO07191:

Cause

There are HOLDDATA instructions in the PTF SO07191 that are required BEFORE the APPLY that were not performed.

The customer did not ADD or REPLACE the DDDEF(SCSQLOAD) to point to the IBM MQ SCSQLOAD as per the HOLDDATA instructions for PTF SO07191.
