Issue/Introduction
After an IPL, the IMS Control Region (CTL) may experience the following messages at start up, followed by an abend:
ETM4007W EXTENDED TERMINAL MANAGER FAILED LICENSE VALIDATION. ETM4008I PLEASE ENSURE THE LICENSE INFORMATION IS CORREECT.
The abend is occurring in license checking for CA Mainframe Extended Terminal Manager for IMS (ETM) and can occur when CAIRIM either has not been started, or when it has not completed initialization.
This could be a timing issue after the IPL. It could be that the IMS control region is being started too soon before CAIRIM has completed initialization.
Resolution
Check that CAIRIM has been started successfully. CAIRIM would normally be started automatically as a started task after the IPL. The start command for this is 'S CAS9'.
You can run CAIRIM multiple times as it tracks products that are installed correctly and bypasses the initialization of those products that are already running.
Once CAIRIM has been completed successfully then the IMS Control Region can be started.
