Task Status in OWB does not Correctly Update when % Complete is Updated

Issue/Introduction
When a task is marked 100% in Open Workbench (OWB), the status does not update to Completed as expected. It either remains at Started or is updated to Started.
Steps to Reproduce:
1. Create a task with a % Complete of 0% and a Status of Not Started
2. Create a task with a % Complete of 1% and a Status of Started
3. Update the % Complete of both tasks to 100%
Expected Results: The Status of both tasks update to Completed
Actual Results: The status of the first task updates to Started and the status of the second task remains at Started
Note: The Status also incorrectly updates to Started or remains at Started when the % Changes from 1% to 0% or from 100% to 0%. The expectation here is that the Status should update to Not Started since the % Complete is being updated to 0%.
