RO40746 Holdata states the following:

Should I redeploy and reconfigure Cleanup before or after the fix is applied.

What does re-deploying involve?

maintenance. 


So based on that statement: 
1. Apply the fix 
2. Then, redeploy and re-configure. 



In original version of CSM you couldn't configure Cleanup, but you could deploy. 

This fix allowed you to deploy to system and then you configure. 

'deploy' is CSM/MSM terminology. Basically go through the process of installing the product using CSM/MSM. 

If you have Cleanup already installed and running, it's probably not worth re-deploying it (re-installing and configuring it through CSM/MSM). 

If you need to install Cleanup on a new system, then that would be a good time to test if the fix resolves CSM/MSM configure problem.
