Rally - Required fields are not enforced when converting work item

Issue/Introduction
If a work item is being converted to a new type and that new type has required fields, the required fields are not being enforced for population.

Resolution
This is known and expected behavior. The editor is tasked with enforcing required fields.
Due to the way that that work item conversions are performed, the new work item is created and then the editor is opened. At that point the work item has already been created, however the user is free to navigate away from the page without all of the fields being filled in. However, as soon as someone edits the work item, it will enforce the required fields be filled out.
