For disaster recovery a client would like to have a read only version of CA View.

If you do not start the SARSTC or any SARFSS writers then CA View will not pick up any new reports from JES.
You can still logon to CA View to look at reports.
If you want to disallow the deletion of reports then set the SAR init parameter, DELETE to DELETE=NO.
Also, if you are also running CA Deliver do not have the ARCHx parameter set to DIRECT as that will write sysout directly to the CA View data base.
